Blaming the chaos on anarchy?

When chaos erupts on the streets, they blame it on “anarchy”.
The chaos arose because of the state: disparities of power, with those getting the short end of the stick attempting to discredit those who cheated them into getting that short end.
The harmony that follows, if it ever comes, will come as a result of anarchy: non-hierarchical organization and governance.
